Activate the piwik tracker again

Description
The last time information was sent to stats.clarin.eu for the FCS aggregator was March 2017. It should be reactivated again.

Sorry, my bad, I overlooked the testing instance.
For now I quickly "solved" the issue by renaming
FCS Aggregator to FCS Aggregator v1
FCS Aggregator testing to FCS Aggregagor v2
in Piwik. As long as we have the stats it is alright.
When we instantiate another FCS testing instance (not a testing one that turns into production) we should create a new ID. Closing this ticket.

So should maybe the stat results from idSite=20 be transfered to idSite=10 then?
