Improve VLO accessibility

Description

The accessibility of the VLO has not yet been investigated. In any case, during its design not much attention was given to it. Test the VLO with a screen reader and/or collect information from visually impaired users.

Small changes (use of certain tags, attributes, order in which page elements are included) could make a big difference.

Accessibility much improved with bootstrap conversion in 4.0. Further assessment and fine tuning (e.g. usage of 'aria' attributes) desirable at a later stage.
