Currently (at min 3 places): "If 80% of the coordinators voted, and 70% of them agree the vote is final" ==> BETTER ==> "If 80% of the coordinators voted, and 70% of those who voted agree, the vote is final". If the total number of coordinators is 10, the reading that I think is intended means that at least 8 must vote, and if only 8 vote, then 6 (>=5.6) must agree.
