Starting a page to collect resources about FederatedSearch.

There is a discussion paper under: FederatedSearch/docs/FederatedSearch.docx​
that tries to collect all the previous information, especially around the Query Language and the use of the protocol in individual Working Groups/ subprojects(EDC, clarin.nl: Search & Development).
