- comment on already suggested best practices

* structure of the draft is considered sound, added a section on `Conversion`

 * editors of subsections in the `Modelling Component Metadata` section will work on prose/itemized descriptions of the suggested best practices
 * all can still add best practices suggestions/comments to the other sections
