strip typographic quotes from URLs

Description
When copy-and-pasting titles from Word, the assymmetric quote characters are included in the (pathauto generated) URL, which looks ugly, eg:
Would be nice if we could strip them out automatically, just like it is the case for normal " quotes.

The 'transliteration for URLs' functionality of the transliteration plugin might be helpful here, based on its description. I have not tried this myself, just seems like something that might do the job.
