Remove ann:label attribute in xsd for empty string appInfo in controlled vocabulary

Description

When a user leaves appInfo (bad name?) empty in a custom Controlled Vocabulary, the xsd should not contain the optional attribute "ann:label", which is the case now. As it is present but empty, applications (e.g. Arbil) may interpret this as "" being the actual label for the item and not display a usable value. Also, it will be the same for all items which could cause issues as well (it seems to do so for Arbil).

The same may be the case for dcr:datcat
