Only allow 'save as new' button when editing from public space

Description
When a public component or profile is selected for editing, both 'save' and 'save as new' are available as options. The former does not make much sense though (it's actually very confusing) since the component will always be saved as a new instance in the working copy. Therefore it will be more user friendly to disable the save button in this case (will have to figure out how to detect it in Flex though).
