First analysis: the XSD that is referenced for the DTA CMDIs does not have a dcr:datcat attribute that links to a title or name data category:

suggestion for a suitable datcat would be title - http://www.isocat.org/datcat/DC-2545

The datcat in the XSD is specified for titleStmt, it should be for its sub-element title
