Access to packaged National projects mapping file

Description
In the current version of the VLO (2.12), the packaged National projects mapping is never accessed. Instead, a mapping file is created whenever a no mapping is referenced correctly from a VLO configuration file. Instead of this, look for a packaged or externally defined file first, and only create a mapping if these cannot be found.
