directionality of check propagation

Sometimes check results are based on old values, e.g., a public closed DC will complain that some of the simple DCs in its value domain are private. This is due to the default downwards directionality of the check propagation. The simple DCs need the hug DCs both up (super simple DCs or closed DCs) and down (sub simple DCs).
