Yes, it can be change.
Go to admin, then choose clarin federations, which is the name for the consortia in the DB, choose the federation you want to change and edit the form

I can only see the following options in the admin interface (no federations):

Center contacts 	Add 	Change
Center metadatas 	Add 	Change
Centers 	Add 	Change
