URI validator does not allow PIDs

The UI does not allow the user to enter PIDs such as "hdl:1234/5678" as they are not valid URI's according to the validator. Since PIDs are recommended, this should be fixed. Same for DOI's.
This validation should also take place when submitting via the REST service (i.e. when storing the VC)
