Make PID 'internal prefix' configurable

Description

For the EPIC PID provider, PIDs are generated according to the following schema {prefix}/VCR-{id}. Make the 'VCR-' bit configurable, so that different deployments can have different internal prefixes, such as {prefix}/VCR-1.0-beta-{id}
