Make importer log to log directory

Description
As requested by the system administrator @ TLA - Currently the vlo importer logs into the working directory. In practice this is the 'bin' directory, which is not a good place. Change log settings so that the importer logs to a separate log directory (either child of or sibling to 'bin' in the distribution)
