Building uniform mapping file format for PostProcessing

Description

Every mapping file for the VLO importer (stored in vlo-commons) has a specific format. This should be unified.

Implementation could be found in oeaw branch. There is a new project, vlo-vocabularies, that contains old maps, new map, csv files and related transformers.

All vocabulary maps have common format and PostProcessors? from vlo-importer are sharing implementation for fetching maps from xml files.

Decided to be put on 3.4 milestone in developers video conference
