Improved mapping to 'licenseCategory' field

In a recent video conference, it was proposed to rename the availability facet to licenseCategory (and narrow down the semantics accordingly).

The availability facet was described as:

A rough description of the conditions under which the resource or tool can be used.

This facet should contain a minimal number of values, primarily the three CLARIN licence categories (​pub/aca/res) for easy filtering by the user. It is understood that not all licences can easily be mapped to one of these basic categories in a useful way (e.g. there are very few licences that entail a fully 'public' status without any restrictions), therefore in practice we will aim for a slightly higher granularity in this facet.

The availability mapping is currently derived from the license mapping, which has some issues itself (see #812). A demonstration of the effect on the values of availability can be seen ​here, where three different levels seem to apply to one record. What should happen in cases with (seemingly) conflicting licence levels?

Matej noted that

"[for] OLAC-records, neither accessRights, nor rights is used. They are not reflected in the facetConcepts-mapping. ​Example of a record with useful info in those fields. Proposing to add them to the mapping of facet availability. (and also license?)

On the other hand, there is distributionType, rightsHolder in the facet-mapping, which I don't see show up anywhere. What is the status/idea of it (relative to availability/license)?"

Ultimately, the mapping of licence (and other?) information to high-level licence category information should be governed by means of the metadata creation infrastructure as described at Taskforces/Curation.
