Replace current PID provider. A test prefix has been requested (contact handle@gwdg.de).
Oliver Schonefeld and Thomas Eckart have experience with the client API.

Included an adapted version of Thomas Eckart's EPIC client library to the sources in r5397. TODO: replace with a dependency to an updated stand-alone version of the libraries later.
