Error "Could not load complete CMDI metadata"

Description
This error occurs very often and regularly when checking a record.
It has to show CMDI metadata properly.
To reproduce (in case of the screenshot):
1)Go to the VLO production
2)At the home page, Click here if you would like to browse all records
3)From the search result page, click the first record.
4) In the record page view, click the "Show all metadata fields"
You will find the same error for many records.

These files could not be harvested during the last harvesting round and were therefore not imported at the last VLO import.
To minimize the effect of temporarily broken OAI-PMH endpoints the VLO does not remove files immediately from its index, but only after some days (should be 7 days). If these files are not available at the next harvesting the VLO will delete them from the index during the next import.
Regarding the problem of missing CMDI files in the harvester directory, this is a duplicate of ticket #357.
