Show secondary facets unconditionally if few facets remain

Description
After a search or facet(s) selection, usually only a few facets with values remain. For example, at the time of writing this ticket, searching for collection:TLA DoBeS archive + modality:writing only leaves 'Language' and 'Format' of the primary facets (without selection) while the 'secondary' facets 'Genre', 'Subject', 'Country' and 'Organisation' still have many values to chose from, making them relevant and it would make sense to show them among the primary facets in those conditions. Therefore the following enhancement could be implemented:
If there fewer than N 'primary' facets visible, also show all 'secondary' facets that have more than one value options regardless of the 'more/fewer facets' toggle state.
The value of N could be made configurable, or a sensible value could be decided on (e.g. 5).
Note: this relates, to some degree, to the subject of 'conditional facets' (hypothetical feature where facets that are only shown if a certain (set of) selection(s) has been made).
