  • the voting procedure went fine, but we miss too much votes (DK and BG haven't voted) to make a decision

  • requiring a 70% positive of all countries might hinder progress too much
  • maybe require 70% or 80% participation, followed by 70% positive votes
    • 0.7 x 11 = 7.7 x 0.7 = 5.39, taking the ceiling gives 6, i.e. a small majority of coordinators
    • 0.8 x 11 = 8.8 x 0.7 = 6.16, rounding/ceiling gives 6 or 7
