Add remote admin functionality

Description
Add a page or special UI components for admin users for maintenance of all virtual collections. This should allow for the modification/deletion/publication of any existing VC.
Some prerequisites have already been implemented, namely an Admin role which is mapped to users via an 'admin db file', the location of which is configured through a context parameter. A stub of an AdminPage? exists. This does not have to be pretty but the basic functionality has to be there.

Implemented in [5500:5507/VirtualCollectionRegistry] (notice that admin cannot modify published profiles at this point; this will be possible at a later point, see #600)
